The two clocks that decide your start date
Almost every late offshore hire is a case of one clock being planned and the other being forgotten.
The first clock is the search: the elapsed time from opening a role to a signed offer. SHRM's 2026 recruiting benchmarking report, built on data collected from November 24, 2025 to January 23, 2026, puts the median time to fill at 39 calendar days for nonexecutive positions and 45 days for executive positions, measured from the day the requisition opened to the day the offer was accepted. That is the number most hiring plans are built on, and on its own it is a reasonable one.
The second clock is the notice period, and it does not appear in a time-to-fill figure at all. SHRM measures to offer acceptance, which is the moment the candidate tells their current employer they are leaving. Everything after that belongs to the other clock. Under Egypt's Labour Law No. 14 of 2025, in force since September 1, 2025, an employed candidate on an indefinite-term contract owes their employer statutory written notice measured in months, not weeks.
Add the two together and a plan that looked like six weeks becomes four months. The planner above keeps them visibly separate: the search runs in Egyptian working days and the notice runs on the calendar, because that is how each one actually elapses. If your kickoff date has already passed, the honest conclusion is that a candidate serving full notice cannot make your target, and your options are to move the date, hire someone who is already available, or bridge the gap another way.
What Egypt's Labour Law No. 14 of 2025 changed about notice
Egypt replaced Labour Law No. 12 of 2003 with Labour Law No. 14 of 2025, which entered into force on September 1, 2025, with the new labour court provisions applying from October 1, 2025. If your understanding of Egyptian notice periods was formed before that date, it is out of date.
Published summaries do not fully agree on the detail, and it is more useful to say so than to pick one and present it as settled. ICLG's briefing on the new law reports a three-month termination notice for unlimited-term contracts regardless of service length, describing this as a change from the prior law's two-month tier for employees with under ten years of service. H&Z Law Firm's note reads Article 123 as retaining the tiers: two months under ten years of service, three months at ten years or more.
What the summaries do agree on matters more for planning than the tier question. Notice must be in writing. A party who terminates without giving notice owes the other party wages equal to the notice period, and that obligation runs in both directions, so a candidate who walks out early carries a real cost. Shehata & Partners also describes a resignation process under the new law in which the resignation is ratified by the competent administrative authority and the employer has a defined window to respond, with pre-signed resignation forms expressly invalid.
The practical consequence for a hiring plan is simple. Do not assume a candidate can negotiate their way to a two-week exit. Ask what their contract says at the screening stage, not at the offer stage, and set the notice control in the planner to the answer. A three-month notice discovered late is the single most common reason an offshore start date moves a quarter. None of this is legal advice; confirm the position that applies to a specific contract with a qualified adviser.
Why the Egyptian working week changes the arithmetic
A schedule counted in Monday-to-Friday weeks will be wrong by days before you reach the offer.
Egypt's weekend is Friday and Saturday. The working week runs Sunday through Thursday. That single fact quietly breaks a lot of hiring plans built by managers in Europe or North America: Sunday is a normal working day for your candidates, Friday is not, and an interview slot offered for Friday afternoon simply will not be taken.
Public holidays compound it. Egypt's official 2026 schedule contains 13 entries spanning 21 calendar dates, including two multi-day Eid ranges. Eid al-Fitr runs from Thursday, March 19 through Monday, March 23. Arafat Day falls on Tuesday, May 26 and Eid al-Adha runs from Wednesday, May 27 through Sunday, May 31. A hiring window that crosses either range loses most of a week of candidate responsiveness, and candidates travelling to family will not be scheduling interviews during it.
Observed dates also drift from anniversary dates. In 2026 the January 25 occasion is observed on January 29, Labour Day on May 7 rather than May 1, and the June 30 occasion on July 2. A planner built from anniversary dates alone produces the wrong answer even when its weekend logic is correct. Contracting, equipment, and account provisioning add five working days when a hire is available immediately. When there is a notice period to serve, that setup work runs inside it and costs you nothing in elapsed time, which is the one genuine advantage of a long notice.
How role family and pace move the numbers
Two dials move the plan more than anything else. The first is how deep the pool is for the role you are filling, which mostly changes the sourcing stage. The second is how many people have to agree before an offer goes out, which changes everything downstream of the shortlist.

Five ways hiring plans slip, and what to do instead
- Asking about notice at the offer stage. By then you have spent six weeks on a candidate who may owe three months. Ask in the first screening call, record the answer, and set it in the planner before you build the rest of the schedule.
- Counting in weeks instead of working days. Six weeks sounds like 30 working days. Across a window containing an Eid range and the Friday to Saturday weekend it can be closer to 22. Count the days your candidates actually work.
- Booking interviews one at a time. Most of the elapsed time in screening and final rounds is scheduling, not interviewing. Offer a block of slots at once and the same process finishes days earlier without cutting a single question.
- Leaving equipment and access until after the start date. If there is a notice period, provisioning inside it is free. Waiting turns day one into a day of waiting for a laptop and an email account.
- Treating the assessment as the flexible part. It is the stage with the highest signal per day spent. When you are behind, compress sourcing, consolidate interviews, and leave the work sample alone.
